Responding to the call of the new era, igniting the innovation engine, and promoting high-quality development - the 4th High level Talent Entrepreneurship Competition has officially kicked off.   Dongying City is a prefecture level city in Shandong Province, located in the delta area of the Yellow River estuary, facing the Bohai Sea to the east and facing Japan and South Korea across the sea.

Purpose of the competition

The competition is themed "Entrepreneurial Dongying • Win Win Future", focusing on traditional advantageous industries, strategic emerging industries, future industries and other related fields in Dongying City. Through the competition, high-quality entrepreneurial talents and projects are openly selected, and high-level talents from home and abroad are widely attracted to settle in Dongying with funds, projects and technologies to establish enterprises, develop new quality productivity, and accumulate new momentum for high-quality development.

Competition Field

Time schedule: September to December 2024

Field setting: Future industries (high-performance composite materials, new energy storage, deep mineral and geothermal resource co mining, CCUS, hydrogen energy, etc.); Emerging industries (high-end chemicals, new materials, new energy, biomedicine, digital industries, etc.); Advantageous industries (petroleum refining, tires and automotive parts, non-ferrous metals, petroleum equipment, etc.)

Entry Requirements

Participants:

• The candidates for the competition are leaders of domestic and foreign innovation and entrepreneurship projects;

• Applicants generally need to hold a doctoral degree or a professional technical position (title) at or above the deputy senior level, or hold senior positions in well-known domestic and foreign enterprises;

• Master relevant core technologies with independent intellectual property rights, and achieve internationally advanced or domestically leading technological achievements;

• Has strong innovation and entrepreneurship spirit, as well as the ability to transform scientific and technological achievements, explore markets, manage operations, and integrate resources. Has great potential to create new technological paths, business models, and industrial qualities in related fields;

• Having a startup team with consistent goals, reasonable structure, and close cooperation.

Participation requirements:

The entrepreneurial project has not yet been registered and implemented in Dongying or has been registered as a company in Dongying for less than 1 year. It has a high level of technological content, mature entrepreneurial projects and business plans in the target field of participation, and can carry out industrial production.

Competition Rules

Participants can only participate in one project, and the same project can only participate once. Projects that have participated in the previous three "Entrepreneurship Dongying · Win Win Future" high-level talent entrepreneurship competitions and won awards are not allowed to participate in this competition again; High level talents within the management period of the "Yellow River Delta Scholars" and "Yellow River Delta Industry Leading Talents" talent projects in Dongying City are temporarily not accepted for registration and participation. Participants should ensure that their personal and project information is true and reliable. If there is any falsehood, the competition organizing committee has the right to cancel their eligibility to participate and win awards.

Competition Process

Registration and Qualification Review Stage (September to the end of October): The competition organizing committee will conduct a qualification review of the participating projects according to the scope and requirements of the competition. Projects that still do not meet the registration requirements, lack necessary supporting materials, or have overly simple application materials after supplementary materials are added will no longer be included in the subsequent docking and competition stages.

Inspection and docking stage (September to the end of October): Organize high-frequency, small-scale, and precise docking between relevant counties (development zones), parks, local enterprises, and participating projects. Simultaneously carry out entrepreneurial mentorship, policy presentations, and other activities.

Preliminary round (before the end of November): Organize experts to conduct preliminary evaluations of the registered projects, using written expert reviews. The main evaluation criteria are the application form, business plan, and relevant supporting materials submitted by the participating projects (enterprises). The main evaluation criteria include project innovation, business model, team integrity, market prospects, feasibility of project implementation, etc., and determine the shortlisted projects.

Finals and award ceremony (before the end of December): The shortlisted projects will undergo a 10+5 format (10 minute PPT roadshow, 5-minute answer to judges' questions) on-site roadshow, and experts will score the projects on site to determine the award level of the shortlisted projects. After the event, an award ceremony will be held.

Follow up service phase (long-term): Coordinate the award-winning project team to connect with relevant resources, such as policy support, investment and financing, industry incubation, etc., to promote project implementation and rapid development.

Award Setting and Funding Policies

1. Financial support.Set 1 first prize, 3 second prizes, and 10 third prizes. The winning project should be registered as an independent legal entity within one year after the end of the competition in Dongying City. The actual funds received should not be less than 1 million yuan, the annual operating income should not be less than 500000 yuan, and there should be at least 2 employees who have paid social security locally. The winning candidate should be the largest shareholder or natural person shareholder of the enterprise, and the equity (including technical investment) ratio should not be less than 30%. After investigation of the enterprise's landing and transformation, a one-time start-up capital support will be provided, with a first prize of 200000 yuan, a second prize of 120000 yuan, and a third prize of 60000 yuan. For award-winning projects that have not yet landed and established enterprises, but have reached cooperation with enterprises in Dongying city, and have produced new product prototypes or prototypes, samples, samples, or new devices within one year after the end of the competition, a one-time bonus of 30% of the start-up capital of the award-winning level will be given after on-site inspection.

2. Talent engineering.Within 3 years after the end of the competition, if the first prize winning project landing enterprise achieves normal operation and meets the requirements of the "Yellow River Delta Industry Leading Talent" technology entrepreneurship category, it can be directly included in the "Yellow River Delta Industry Leading Talent" project management and enjoy relevant financial support.

3. Financial support.All projects that enter the finals will be included in the Sci Tech Innovation Enterprise Cultivation Library. Regular tracking of enterprise operations, finance, financing, and other situations will be conducted, and projects, platforms, and talent projects at all levels will be recommended for application. Active recommendations will be made to banks, investment institutions, and others. Provide preferential support for technology transfer loans and "talent loans". Assist landing enterprises in finding office space in city level incubators and makerspaces, and enjoy relevant rental preferential policies.

4. Transportation subsidies.For contestants who come from other places to Dongying City to participate in inspection and docking activities, finals, and award ceremonies, a one-time transportation subsidy of up to 2000 yuan will be given for each event (up to two people) based on the actual situation.
