In order to further implement the new quality productivity development strategy with scientific and technological innovation as the core driving force, strive for a new track for future industrial development by deepening high-tech application, and better help the new highland of "CBD+ Science and technology innovation" in Shangcheng, the third "Golden Boot Running" innovation and entrepreneurship Competition in Shangcheng is held, and excellent innovation and entrepreneurship projects are widely collected around the world. We sincerely invite high-level talents at home and abroad to gather in Shangcheng, deepen Hang-Hong Kong cooperation, jointly promote the formation and development of new quality productivity, and provide intellectual support for the industry breakthrough year in Shangcheng.

Entry Requirements

Project domain

Electronic information, life and health, new energy materials, intelligent manufacturing, meta-universe, high-end services (financial technology, data services, new consumption, etc.) six industrial areas.

Object of competition

High-level talents at home and abroad who intend to come to Shangcheng for entrepreneurial development and domestic industry leaders, or high-level talents at home and abroad who have registered and established companies in Shangcheng on and after January 1, 2024 (including changes from other regions to Shangcheng area).

The applicant (main participant) must have a master's degree or above (or the equivalent title of associate high school or above) and be under 55 years old (born on or after January 1, 1969). The project of "Golden Boot Running" entrepreneurial project in Shangcheng District and the final and above projects of the previous Hangzhou "Maker World" competition shall not be repeated, and the project shall not participate in the evaluation of the "Golden Boot Running" entrepreneurial project in Shangcheng District and this competition at the same time. Participants must meet the following requirements:

1. The project shall possess independent intellectual property rights such as invention patents or master core technologies;

2. Have a strong R & D capability, have a good industrialization prospect or have been in the industrialization stage.

Team members and eligibility requirements

The project applicant (main participant) shall be the holder of the project, and may add core team members, requiring reasonable professional structure, relevance and complementarity among members to ensure long-term and stable cooperation.

Individuals, teams or enterprises can only apply for one project, it is prohibited to apply for the same project by different subjects at the same time, violators will be disqualified.

The project applicant (the main participant) must personally represent the team to attend each stage of the event, project docking activities, and the whole process of project landing. If you are unable to attend online or offline, you will be deemed to have withdrawn automatically.

Project industry and business plan requirements

The participating projects should conform to the industrial development orientation of our region, belong to high-tech industries and strategic emerging industries, and the technologies and products should be advanced.

The submitted business plan should include technology, market prospects, business strategy, capital requirements, etc., and clearly show the team members, future plans and business model.

Participants should ensure that the information provided is true and accurate, and that the technical intellectual property rights involved in the project are clear. Participants shall bear all legal responsibilities for the consequences caused by false information or intellectual property disputes. The organizing committee has the right to ask the participants about the authenticity of the competition materials.

After the award landing equity structure requirements

If the final project wins the prize in this competition, the project applicant (main participant) in the competition materials shall be the main founder of the new company of the project that may be landed in the future. The project applicant (the main participant) should be the largest shareholder, and its equity ratio is generally not less than 30%, except for the equity held by professional investment institutions.

Competition Arrangement

July 23: Competition starts

Focusing on the six industrial areas of electronic information, life and health, new energy materials, intelligent manufacturing, meta-universe, high-end services (financial technology, data services, new consumption, etc.), we will collect projects for key domestic economic zones such as the Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, Sichuan-Chongqing Economic Circle, as well as overseas regions such as the Americas, Europe, Asia and Oceania.

Registration period: July 23 - August 31

Early September: Qualifiers

The preliminary competition will be organized in the form of written review, and a review group composed of investment experts and industry experts will select about 120 high-quality projects.

Selection mechanism: According to the opinions of review experts, combined with the registration situation, regional industrial development direction, etc., about 120 projects are determined according to the proportion of the final round.

Mid-september - mid-October: Rematch

The rematch is planned to be held during the "2024 Hangzhou International Talent Exchange and Project Cooperation Conference", and the projects entering the rematch will be in the form of comprehensive competition, with Hangzhou and Shenzhen as the central cities of the roadshow, and five Hangzhou rematch and one Shenzhen match and outstanding enterprises visiting outside the province will be organized by field, and road shows will be maintained week by week. Authoritative venture capital institutional investors and well-known industry experts will be invited to form a review group. Project applicants (main participants) will adopt a combination of offline roadshow/online video roadshow, and select 30 top projects according to project quality and landing feasibility, among which the top 12 projects will enter the final.

End of October: Finals

Organize the top 12 project leaders to participate in the project precision docking salon in Hangzhou, and invite the leaders of relevant departments in the district, leaders of the street (platform), and entrepreneurial mentors to negotiate with the project on landing matters.

The final consists of 12 high-quality projects. Chief venture capital investors and top experts in the industry are invited to the site for interactive review. Participants will show their projects on the spot. After comprehensive evaluation, the first, second and third prizes will be awarded and the award ceremony will be held.

Award Setting and Policy Support

Competition award

The competition consists of 1 first prize, 4 second prizes, 7 third prizes, and 18 winning prizes. Those winning projects that achieve ground-to-ground transformation in Shangcheng District within six months after the establishment of the project can be compared with Class A, Class B, Class C, Class D projects of outstanding high-level talents entrepreneurial projects in Shangcheng District at home and abroad. Grants of up to 10 million yuan, 5 million yuan, 3 million yuan and 1 million yuan for entrepreneurial projects respectively.

All the award-winning projects that are landed and transformed according to the requirements are included in the management system of the Shangcheng "Golden Boots Running" entrepreneurial project, and can enjoy the full discount interest of the bank loan of up to 10 million yuan for three years, the equity incentive of up to 2 million yuan, and the 50% rental subsidy of the maximum 1000 square meters of office space (for enterprise scientific research, production or operation) within three years.

Other support

All award-winning projects that achieve landing transformation in the Upper city within half a year after the establishment of the project are preferentially-recommended to apply for the risk pool capital of the science and technology enterprise in the Upper city. Give priority to coordinating the procedures for children's enrollment and settlement, and give priority to the protection of talent apartments (entrepreneurial talents themselves can enjoy Class II 3,000 yuan/month, and entrepreneurial enterprises can enjoy up to eight Class III 1,000 yuan/month rent subsidies), and can participate in one medical retreat every two years, and enjoy health check-ups and other services every year.
