Recently, the Tianjin Municipal Bureau of Human Resources and Social Security has formulated and issued the specific contents of the "Implementation Plan for Overseas Talents Entrepreneurship Competition of the Fifth Tianjin Haihe Yingcai Innovation and Entrepreneurship Competition".

Introduction To The Contest

Competition group

The 5th Haichuang Competition is divided into five groups, namely, new generation information technology group, biomedicine and health group, new energy and new materials group, high-end equipment manufacturing group and comprehensive group.

Entry conditions

Overseas talent teams who are interested in coming to Tianjin for innovation and entrepreneurship can sign up for the competition. The main applicants should be talent teams with more than 3 people (inclusive), and the team leaders are mainly responsible for the participating teams. Teams should meet the following conditions:

1. The core members of the team have a reasonable structure and should have the ability of technology research and development, enterprise management and marketing. The core members should include at least one member with overseas study background or overseas innovation and entrepreneurship experience, and the team has a landing plan for registered enterprises in Tianjin.

2. The team project has not been registered as an enterprise in Tianjin; With a complete business plan, the project is in line with the industrial development direction of this city, with leading technological achievements, good market prospects and industrialization.

3. The scientific research achievements, products or services proposed by the team participating in the project conform to national laws, regulations and industrial policies. Team members must have legal intellectual property rights or use rights (authorization) for their participating projects, and should promise that there are no international/domestic intellectual property disputes, violations of non-competition, confidentiality agreements and commercial infringement.

The entries should not have won prizes in previous Haichuang competitions.

Project solicitation

From July to August, official website was invited to participate in the competition through Haichuang Tournament. The organizer of the preliminary competition screened the materials of the registered projects, and those who met the registration conditions entered the preliminary competition.

Preliminary contest

In September, the organizer of the preliminary contest of each group organized the preliminary contest, selected experts in related fields from the city's expert database for evaluation, and finally selected about 100 teams to enter the finals.

Final

In October, organize the finals of the competition, and select the winning projects through project roadshows and expert review.

Awarding awards

In December, the award ceremony of Haichuang Competition was held to present awards for this competition and winning projects in the national competition.

Competition Award

1. On-site bonus. According to five groups, Haichuang Competition has set up 5 first prizes, 15 second prizes and 25 third prizes, and the prizes for the first, second and third prizes are 40,000 yuan, 20,000 yuan and 10,000 yuan respectively.

2. Landing bonus.The winning project team registered an enterprise in Tianjin within one year after the competition, and the main business of the enterprise is the same as the winning project of the competition; The team leader is the company's legal representative or shareholder, and some core members work stably in Tianjin, and the total shareholding ratio of core members is not less than 50%. Meet the above conditions, and by the municipal and district departments of human resources and social security that the development is good, divided into two years to give the first prize of160 thousand yuan, the second prize of80 thousand yuan, the third prize of50 thousand yuan(50% per year). The landing bonus shall be borne by the urban two levels, 50% each.

3. Priority is given to recommending declared projects.Team-registered enterprises that won the first and second prizes in the competition can give priority to the special projects such as applying for the startup support plan of the Ministry of Human Resources and Social Security and the most potential overseas students' entrepreneurial enterprises. Relevant municipal departments will organize special classes to provide guidance and help project team leaders to declare major national and Tianjin science and technology and talent projects.

4. Priority is given to the selection of the alliance.The registered enterprises of the winning project team can directly join the Tianjin Top Ten Industrial Talents Innovation and Entrepreneurship Alliance in the corresponding field.

5. Venture capital support.If the winning project team meets the requirements, it can be recommended to apply for special investment projects of high-growth start-up scientific and technological enterprises in Tianjin, and can get up to 10 million yuan of financial support after evaluation.

6. Venture loan support.Eligible contestants can apply for a discount policy for personal business guarantee loans of up to 300,000 yuan; You can also apply for a discount policy for small and micro enterprises' entrepreneurial guarantee loans with a maximum of 4 million yuan.

7. Venture financing services."Jin Xinrong" provides professional financing services for the registered enterprises of the winning project team, helps to connect venture capital institutions and provide financing solutions.

8. Guarantee of entrepreneurial sites.Award-winning projects or enterprises can give priority to the incubator base and overseas students' pioneer park recognized by the Municipal Bureau of Human Resources and Social Security, enjoy one-stop entrepreneurial service, and give rent subsidies of up to 2,500 yuan per month for renting and starting enterprises.

9. Free entrepreneurship training.Award-winning team members can participate in entrepreneurship training activities such as innovation and entrepreneurship training camp for free.
