Promote friendly policies and cultivate talents in various fields

1. Accurate and effective policy supply

Optimize and improve the municipal talent plan, formulate and publish the talent classification and identification catalogue, and form a talent induction and education mechanism that integrates top talents, leading talents, top-notch talents, scarce talents, reserve talents and general talents. We will give full play to the leading role of special talent programs for innovation and entrepreneurship, publicity and culture, education, health, high skills, and intellectual property rights.
