In 2024, Yongjiang Talent Programme will focus on the needs of Ningbo's high-quality economic and social development, and support high-level talents and team projects that meet Ningbo's industrial orientation, promote industrial level and lead industrial development at home and abroad.

Focus on introducing talents and team projects in two major fields: scientific and technological innovation and urban economy. Among them, the field of scientific and technological innovation focuses on "36.1" trillion-dollar industrial clusters, focusing on supporting key development industries in the city such as digital industry, green petrochemical, high-end equipment, new functional materials, new energy, key infrastructure, modern health, and emerging and future industries such as cutting-edge new materials, future intelligence, aerospace technology, future ocean and quantum technology;

In the field of urban economy, it focuses on supporting industries such as e-commerce, port and shipping logistics, finance and insurance, culture, education, health, professional services, planning and design, fashion and creativity, scientific and technological services, and modern agriculture.

PROJECTS & ELIGIBILITY

In 2024, Yongjiang talent Programme is divided into three categories: double-creation talent project, double-creation team project and capital-introduction team project. The projects outside Ningbo are mainly double-creation team projects.

The dual-creation team project is divided into two sub-projects, namely, the innovation team project and the entrepreneurial team project.

1. SUB-PROJECT FOR INNOVATIVE TEAMS

SUB-PROJECT FOR INNOVATIVE TEAMSshould have significant innovation achievements or great innovation potential, rely on enterprises and institutions in Ningbo to carry out full-time transformation of innovation achievements or basic research, and meet the following basic conditions:

(1) A team should generally include a leader and at least four members. Leaders in the field of scientific and technological innovation should generally obtain a doctoral degree or have a high influence in the industry, and have more than 3 years of relevant full-time experience, and generally not more than 55 years old (born after January 1, 1969, the same below); Members should generally obtain a doctoral degree, or a master's degree or above, and have more than 3 years of relevant full-time working experience, and generally not more than 45 years old (born after January 1, 1979). Leaders in the field of urban economy should generally obtain a master's degree or have a high influence in the industry, and have more than 3 years of relevant full-time experience, generally not more than 55 years old; Members should generally obtain a master's degree, or a bachelor's degree or above and have more than 3 years of relevant full-time working experience, and the age is generally not more than 45 years old.

(2) Leaders and members have come to work or plan to come to Ningbo in the past two years. After being selected, leaders and members must work full-time in Ningbo for more than five years. During the project management period, they are not allowed to work full-time in other employers outside Ningbo.

(3) Generally, the supporting unit of the team should be established for more than one year, with good financial and operational conditions and complete supporting measures, which can give the team the necessary research funds and equipment, and provide various elements needed for the industrialization of the project.

(4) The legal representative, actual controller, main founder or the most natural person shareholder of the team-based enterprise shall not declare the innovation team project as a leader or member.

2. SUB-PROJECT FOR ENTREPRENEURIAL TEAMS

SUB-PROJECT FOR INNOVATIVE TEAMSshould have key core technologies, which are expected to improve Ningbo's industrial level, lead and drive industrial development, and generate remarkable economic and social benefits, and meet the following basic conditions:

(1) A team should generally include a leader and at least four members; Leaders should generally obtain a master's degree or above or have a high influence in the industry, and have more than 3 years of relevant experience, and the age is generally not more than 65 years old; Members should obtain a master's degree or above or have more than 3 years relevant working experience, and the age is generally not more than 55 years old.

(2) Leaders and members have worked or started businesses in Ningbo in the past three years (after January 1, 2021), or plan to start businesses in Ningbo; After being selected, at least half of the team members must work full-time in Ningbo project enterprise for more than 5 years, and the leader (natural person) must be the founder, legal representative and the largest shareholder of the enterprise; The total shareholding ratio of the leaders and members (natural persons) exceeds 50% (including the shares of the shareholding platform incorporated in Ningbo directly held by the leaders and members in the declared enterprise), and there are not less than 2 shareholders.

(3) To declare a project in the field of scientific and technological innovation, the monetary contribution of the registered capital actually paid by the enterprise is not less than 2 million yuan, and the monetary contribution of the leader (natural person) is not less than 1 million yuan; To declare a project in the urban economic field, the monetary contribution of the registered capital actually paid by the enterprise is not less than 1 million yuan, and the monetary contribution actually paid by the leader (natural person) is not less than 500,000 yuan.

For the talents or teams applying for the above-mentioned project categories, if they are particularly excellent or in urgent need, they can make an exception in the application conditions such as age, education and working experience as appropriate.

SUPPORTIVE POLICIES

Project Funding

Selected as a dual-innovation team in the field of scientific and technological innovation:20 million yuan for Class A, 10 million yuan for Class B and 5 million yuan for Class C.

Selected innovative talents, entrepreneurial talents and young talents in the field of scientific and technological innovation：Give a one-time 1 million yuan.

Selected as a double-creation team in urban economic field：5 million yuan for class A, 3 million yuan for class B and 1 million yuan for class C.

Selected innovative talents and entrepreneurial talents in urban economic field：Give a one-time 500 thousand yuan

Selected as a capital talent introduction team：According to 30% of the actual private capital monetary investment at the time of declaration, the maximum is 20 million yuan.

For major talent team projects with high talent level, great influence, world-leading core technology, subversive innovation and particularly good industrialization and marketization prospects, the amount of funding is not capped.

Security of Housing

Qualified selected talents and team leaders can enjoy the housing policy of up to 1 million yuan and 600,000 yuan housing subsidy according to relevant documents.

Financial and Credit Support

Enterprises founded by selected talents or leaders can enjoy a credit loan of up to 20 million yuan and a three-year loan renewal service in cooperative banks. According to the development of enterprises, priority is given to listing in Ningbo Equity Exchange Center and recommending government funds for investment.
