Leading entrepreneurial talents

(Growth) Project application project has high technical maturity and good growth, and can achieve annual main business income of 10 million yuan or more within 1 year (excluding related transactions and trading income).

Innovation leader

The applicant has excellent technical research and development ability, can effectively promote enterprise independent innovation and technology upgrading, and has outstanding work performance.

The application enterprise (team) can choose the application category according to the project situation, and the specific evaluation category shall be subject to the final evaluation result.

To meet the strategic needs of the world's scientific and technological development frontier and the development of emerging industries in the park, we focus on supporting innovative and entrepreneurial leading talents (teams) introduced in biomedicine and health, nanotechnology application and new materials, artificial intelligence and digital industries, new energy and green industries, integrated circuits, high-end equipment manufacturing and other fields.

Give priority to supporting leading talents (teams) of innovation and entrepreneurship introduced around the key areas of the National Biological medicine Technology Innovation Center and the National third-generation Semiconductor Technology Innovation Center.

Types and conditions

Entrepreneurial Leaders (Leaders)

Main support: Talents who bring teams, technologies and projects to the park to start businesses. The team's innovation level is internationally leading, the project innovation direction is at the forefront of the world, the market prospect is broad, and they have independent and effective intellectual property rights or proprietary technology.

1.Generally should have a master's degree or above or senior professional and technical title, more than 3 years of research and development, management work experience or self-employment experience, and achieved outstanding performance;

2.Entrepreneurial projects master the relevant core technology, with independent intellectual property rights, and technical achievements to reach the international advanced or domestic leading level, leading products have good market prospects and industrialization potential;

3.The applicant should be the main founder of the enterprise, the equity is generally not less than 30% or the natural person's largest shareholder, the subscription amount is not less than 5 million yuan and the cash contribution is not less than 1 million yuan. If the investment is made through the holding company, in addition to the above conditions, the subscription amount of the holding company in the declared enterprise shall not be less than 10 million yuan and the cash contribution shall not be less than 2 million yuan;

4.Give priority to supporting talents who undertake the major technical needs of the park's "one district and two centers" through the form of "unveiling the list";

5.The applicant enterprise shall register or plan to register in the Park after January 1, 2022;

6.Particularly excellent projects can be appropriately relaxed conditions.

Leading entrepreneurial talents (growth)

Main support: talents with mature science and technology projects to start businesses in the park, strong team research and development ability, good project industrialization foundation, large product market scale, enterprises can grow rapidly after landing and form local economic contributions.

1.Generally should have a master's degree or above or senior professional and technical title, more than 3 years of research and development, management work experience or self-employment experience, and achieved outstanding performance;

2.The entrepreneurial project has high technical maturity and good growth, and within one year of winning the title, the complete annual main business income (excluding related transactions and trading income) can reach 10 million yuan or more;

3.The applicant should be the main founder of the enterprise, the equity is generally not less than 30% or the natural person's largest shareholder, the subscription amount is not less than 5 million yuan and the cash investment in place is not less than 1 million yuan; If the investment is made through the holding company, in addition to the above conditions, the subscription amount of the holding company in the declared enterprise shall not be less than 10 million yuan and the cash contribution shall not be less than 2 million yuan;

4.The applicant enterprise shall register or plan to register in the Park after January 1, 2022;

Leading talents for innovation

1.The applicant should generally have a doctor's degree or senior professional and technical title, more than 5 years of research and development or management experience in well-known enterprises, universities, scientific research institutions at home and abroad, with clear property rights to promote enterprise independent innovation, technology upgrading of the core technology achievements, and made outstanding achievements;

2.The applicant shall, in principle, introduce talents to the Park after January 1, 2022, or be about to introduce talents to the park, and be able to serve the enterprise full-time for more than 3 consecutive years after the introduction;

3.The pre-tax annual salary given to talents by the recruiting unit is not less than 300,000 yuan;

4.The applicant's enterprise should have one of the following conditions:

(1) Enterprises founded by domestic and foreign academicians, national experts, and leading scientific and technological talents at all levels;

(2) Science and technology listed enterprises in the park (excluding the New Third Board);

(3) Innovative enterprises, high-tech enterprises, software and integrated circuit enterprises recognized by the state or province;

(4) unicorn and quasi-unicorn enterprises at all levels, gazelle and gazelle breeding enterprises at all levels;

(5) With key laboratories, engineering technology research centers, enterprise technology centers, engineering research centers, public technical service platforms, new research and development institutions, all kinds of consortiums (leading units and member units) and other municipal R & D institutions;
